London Mayoral CIL
If you are developing in London there is a Mayoral CIL payable on most developments. This is charged at a rate of between £25 and £80 per m².
The purpose of the additional levy is to fund Crossrail 1 (the Elizabeth Line) and Crossrail 2.
Rates charged in London
There are three zones within London. These rates came into effect on 1st April 2019. Slightly lower rates apply for any developments where planning permission was granted before this date.
Zone 1 – £80 per m² – Camden, City of London, City of Westminster, Hammersmith and Fulham, Islington, Kensington and Chelsea, Richmond-upon-Thames, Wandsworth
Zone 2 – £60 per m² – Barnet, Brent, Bromley, Ealing, Enfield, Hackney, Haringey, Harrow, Hillingdon, Hounslow, Kingston upon Thames, Lambeth, Lewisham, Merton, Redbridge, Southwark, Tower Hamlets, Waltham Forest, London Legacy Development Corporation (LLDC), Old Oak and Park Royal Development Corporation (OPDC)
Zone 3 – £25 per m² – Barking and Dagenham, Bexley, Croydon, Greenwich, Havering, Newham, Sutton
Development used wholly or mainly for the provision of any medical or health services except the use of premises attached to the residence of the consultant or practitioner – nil rate.
Development used wholly or mainly for the provision of education, as a school or college under the Education Acts, or as an institution of higher education – nil rate.
Higher rates are charged for office, retail and hotel developments in Central London and Isle of Dogs
– Office £185 per m²
– Retail £165 per m²
– Hotel £140 per m²
